Question Outlook Rule using message header not working

I have created an Outlook 2007 rule to move emails with '>>>' in the message header to a different folder. The rule works for meeting invites, but not for messages.

The text of the rule I created is:
Apply this rule after the messge arrives
with >>> in the message header
move a copy to the xxx folder

what's really stumping me is that it does work for meeting invites. Any suggestions?

Did you confirm those characters exist in the message header? Does the rule work if you run it manually?

I have 5 emails with '>>>' in the message header - 3 are meeting invites and 2 are emails. The rule works (manually or automatically) for the meeting invites, but not the emails.
